I'm assuming that each of those agencies has some sort of federal agents that carry service pistols. And considering they have training requirements and minimums they have to do a certain amount of range/ qualifying shoots to stay current. Don't see a big issue here.
I have friends who are EOD bro.

That's awesome. I have friends who make coffee for a living, but you don't see me rocking out a bunch of lattes

The issue is there is no one at NOAA that needs a gun as there are other agencies for that. Also the bullets are hollow points not FMJ. So target shooting concept would not make sense as hollow points cost more per round and is not standard in any department for target practice.

Yeah, most people don't target shoot with HP ammo. Usually the cheap FMJ stuff as veedub said. But the government is notorious for wasteful spending, so maybe the feel the need to only use HP's for everything.

And yeah, NOAA has no need to carry a service pistol

NOAA isn't purchasing any ammunition, it's for the Fisheries and Wildlife Dept (you know, those people that have to hike through the woods with all the bears/cougars/etc)

Could just be stock pilling? Buy it now for xx dollars so in ten years time when it has double, tripled ect ect, you still have cheap ammo stored away.

SSA buildings have lots of armed guards. all of them carry revolvers.

any large government building is going to have armed guards. i dont get why this is a big deal.

You started the thread, you should have the decency to post sources. If you can't manage that, maybe try working at work.

All the rounds we shot for our range days were hollow points, keeps from ammo getting old. I'm also pretty certain NOAA has a few positions that require service weapons.

Maybe if you read the article it explained who they were purchased for. Not security guards. Most of the guards are contracted anyway.

                          Adiboo,

Ammo does not get "old" if stored properly. I have ammo from the 60's that is still good to shoot and if you also read the links you would see it was not for NOAA. It was a clerical error when entering in the request.

where i work, all the security guards are contracted. there are a few DHS officers around though. but they function as police officers, not guards.

Yeah I saw the links. Unfortunately when you have service weapons you don't get to store ammo, you get to carry it in the field where it gets exposed to the elements, humidity. So you take that to the range and put the new ammo with your daily carry stuff.
