If you had no idea what the hell the colander or spaghetti monster "movement" was as a clerk renewing/updating a license, I understand the serious "wtf" suspicion, but it's really not your place to take it to the next level to report it and have it investigated. It's already on the license, so it should be assumed that the police did their due diligence when issuing the guy the license in the first place.
