New governor Hogan: OK so we've got national attention pointed at Baltimore due to the riots last month. Gotta take care of some shit that people have been bitching about, especially since I'm new in office and have to make it look like I'm actually doing stuff
(probably staff member): Well apparently we've been violating federal law by housing minors with adults in our Baltimore prison. Maybe we should finally do something about that
Hogan: OK that's not such a bad idea, but where are we gonna get the money from?
(probably staff member): Well we're spending about 20% more on each Baltimore student vs the rest of em in our state, about 60% more than the national average and studies have shown that increased funding doesn't do shit for improving student grades. Why not reel that funding mistake back and take care of other pressing matters?
Hogan: Sounds good, lets do it

Response from Baltimore: We are displeased that the state wishes to spend tax dollars more efficiently. Therefore we will protest and make sure people don't get to work on time today
