Can't get this (or any) picture to 600 x 250 Please help!

Can one of you P.S. gods please reduce this to 250 height? I have tried & tried but it always also reduces the width too.

He he he, I don't know if you know this or not, but if you try to resize a pic without reducing the height AND width in equal amounts, you get this (height - 250):

Thanks guys. My goal is to have it be legal within the 600 X 250 rule I prefer to keep as much as possible but take away whatever needs to go.
