    Is it true that the passenger has gas control and the driver only has the steering? Otherwise why would there be two people in it?

          I don't know about in this sport, but in other forms of boating the passenger has throttle and driver has steering. but if you watch the on-boat camera somebody posted earlier, you see the passenger motioning when he can go faster, where to turn, etc. etc. I think driver has full control in this sport
