      Your answer is in your description. Your track tires are much more sticky. Your brake calipers are not going to be able to lock the wheel in place as easily because the tires are gripping the track better and therefore keep spinning at above the threashold level. Therefore, your ABS does not activate. This is telling me that either you are not braking as hard as you can on the track, or you could actually make use of a big brake kit.
