Craigslist has 'em...when it's stated that they don't have the keys to the rack it's probably stolen. If a paisa is selling it then it's definitely stolen.

neither do i. my last setup was a1's but was jacked.
use a lock pick set or drill it out, get part number, order spare lock core with same serial number and key from yakima.com or any yakima retailer.
