 sooooo we narrowed down the problem to no fuel. for whatever reason, the fuel pump isn't getting power. changed the fuel pump and still no juice.1989 325is / 2.7, 274 cam, e30 M3 5-lug

 Check if the relay is getting voltage on the input side. If yes and it's not clicking on, change the relay. If it is clicking on, you have a break between it and the fuel pump.
 
 If not, the DME needs to register a signal from the CPS before it will activate the fuel pump. There are a few different ways the CPS hooks up, but i-M20s with motronic 1.1/1.3 should have the CPS at the 10 o'clock position on the crank damper and no reference sensor. (Btw, matching crank damper should have the missing tooth near the O|T mark. This is important for ignition timing, not fuel.)-Kalim
