Yeah that tag looks like what you'd see on a grey market import that came into the country way back in the day for federalization purposes. There was a euro e21 323i for sale a while back that had one very similar. I don't think it's a get out of jail free card allowing any swap (s54?). If you do want to do something along those lines, I'd suggest importing a car after it's 25, because it then becomes a classic/exempt. However a local guy who had an e30 325i touring recently said he had to smog his car....so take it for what it's worth and call around. Just my

So you can import any car that is 25 years or older into the USA, but to get a CA title, you need to spend 5k or so to get the engine tested, and get it exempted for CA.
