See if they'll accept the CA DMV bill of sale form and the pre filled out title.

Here in CA that is ok, you just need a bill of sale (actual DMV document) from him to you. Does IL not allow this? Have you checked with your DMV locally on what to do? Paying out money to California seems pretty pointless, I think you can get around it.Leave a comment:

The guy is BS'ing you, the DMV does NOT need to see a car to transfer ownership.

this is what I was thinking. and yeah, if you have AAA, go there for complicated dmv stuff, WAY more helpful and they are always in favor of bending and tweaking rules/loop holes to get you outta the door happy.Leave a comment:

My E30 is currently a non-op. Registration was due in June 2012 (with smog results) but due to engine problems I registered it as a non-op. The DMV sent a document back titled "Acknowledgement of Nonoperational Status Reciept." It gave me a renew by date of 3/5/2013. If the car is running by then, the only fees I have to pay are the standard renewal of $81. After that late fees apply. Not sure if the non-op status can be extended beyond that date. Guess I can research that one if push comes to shove.
