    California Reintroduces Bill to Require ANNUAL Emissions Tests for Vehicles 15-Years Old and Older

    Here we go again! Legislation (A.B. 859) has been reintroduced in the California Assembly by Assemblyman Dave Jones (Assemblymember.jones@assembly.ca.gov) to require annual Smog check inspections for vehicles 15-years old and older. The bill would also require that funds generated through the additional inspection fees be deposited into an account which can be used to scrap older cars. You may recall that in 2004 a new law was enacted in California to require the lifetime testing of all 1976 and newer model-year vehicles. Pre-1976 motor vehicles would remain exempt under A.B. 859. The bill has been referred to the Assembly Transportation Committee.

    We Urge You to Contact Assemblyman Jones and Members of the Assembly Transportation Committee (List Below) Immediately to Oppose A.B. 859

    * A.B. 859 ignores the minimal impact vintage cars have on air quality.

    * A.B. 859 could entice vintage car owners into allowing these vehicles to be scrapped.

    * A.B. 859 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.

    * A.B. 859 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.

    * A.B. 859 would increase costs by creating an annual inspection fee for owners of these vehicles.

    * A.B. 859 represents another attempt by California legislators and regulators to scapegoat older cars.

    Please contact members of the California Assembly Transportation Committee immediately by phone, fax or e-mail to request their opposition to A.B. 859.

          this is getting out of hand.... california is cleaner now than it ever has been. we dont need any more smog laws. places like the philipines and china that have little to no emmisions regulations are the places that need this. californians have no more money.. the economy is fucked, how are we expected to pay for yet another pile of fees and taxes? i will definitely be sending a friendly letter and will pass this on to everyone i know

              Great. It's only cost me $1000+ both times I smogged my car. Doing it yearly should be more fun.

              I've always thought they should exempt (or at least loosen the standards for) cars that have a certain amount of mileage, too. After 250k+ or so there's usually so much wrong that fixing it is unfeasible. Just the two times getting it to smog I have spent more money than my car is worth.

                This proposed bill has nothing to do with cleaning up the air - the laws already in the books address that. The main objective of this bill is a money grab....plain & simple. Anyone who has remotely followed the news coming from the state capitol knows the states' funds are dwindling by the day despite the recent passage of a budget through June 2010. Until the ecomony turns around and the revenues they originally forecasted start to come in, they need to come up with ways to sustain their spending habbits. It is a given California has millions of cars on the road with a good number of them being the older vehicles being targeted. When you consider the number of these older cars (whether they be hobby cars or DDs) and what a bi-annual smog test costs....~$50+ with plans to increase the cost and require it annually.....well, that adds up to a lot of dough the law makers can spend how they see fit.

                I encourage every person on this forum who resides in this state let your thoughts be heard by contacting the assembly members listed above. I certainly plan to.

                          I've been toying with the idea of buying a condo in Vegas since the prices are so low and I'm spending a good amount of time there now. This might just be what pushes me over the edge. I can charge people a small fee to register their car at my address and pay my mortgage! :D
