can't help you with a specialist but there's nothing about an m20 that a regular machine shop can't handle.
the only thing they need to be aware of is the intermediate shaft bearing for the oil pump drive. it's a pressed in babbitt bearing and a lot of newer shop techs don't know how to deal with them. it's not a problem if they can swap it out, if not, the block can't get hot tanked for cleaning as it will destroy the bearing.
