I don't see a change to RCW 46.16A.200(10) for the 7 year rule. It stays.
My question is how does a private transaction take place without violating the law in some way? Lets say that I buy an 86 eta auto with 350k for $10,0000.00 dollars on a Sunday from a c-list seller in a parking lot at the mall because its Yo Hella Racecar Yo? The seller keeps the plates and I get a clapped out e30 with no plates, and a bill of sale.
Unless I have pre-purchased a trip permit for $25.00 I have no way of legally moving my prize back to my mansion. If I get pulled over by the friendly local law enforcement official I can now get a ticket for operating an unregistered motor vehicle with no plates and it can be impounded right then and there. My $57.00 30 dollar car tabs that now cost $77.00 because I need to be fined $20.00 for new plates plus sales tax now will cost an extra $1,052.00 plus impound and storage fees.
This is how your government protects you and cares for you in Soviet Workers Paradise.
