Blow torch.

Or pull on the top towards the engine and pray you don't break tabs.

Or screw driver if you don't care about your paint.

The clips are there, I use a very small flat screw driver and it worked fine.

I've actually had a lot of luck just pushing the plastic vent up towards the windshield. Pushing gently but forcibly, you'll probably free one of the clips, enabling you to get a hand on it and keep working it until its loose. Screwdriver works too but you risk scratching the paint/plastic

Just grab and pull
