There's a bit if confusion if they are, but I believe they do stretch. For the cost I would never reuse them. They do have sealant on the threads as well. Though I suppose you can use your own sealant but again I wouldn't chance it.

I was trying to avoid spending $4.50/bolt, that's a lot for such small hardware, but oh well.
