I have to say that that's not an obvious bend. Looks pretty minor and should still balance out provide the bead can still hold air but it can be easily fixed. As for the welds, well that's common for older wheels that may have changed hands frequently as are slight bends. It comes with the territory so to speak when buying used wheels on the internet that need to be shipped and wheels without tires are easily bent. Seller should have disclosed everything he had knowledge of (welds are obvious enough). Anyway, inform the seller of your findings and see what they say.
