basically everything on the euro S50 is completely different - the head, even the block, crank, bearing sizes, rods, etc. I don't think it shares a single part.
the reason it makes more power is because it was built for high RPM. the S50US was not, hydraulic lifters don't really work very well at high RPM due to bleeding out. the S50 euro has more traditional solid lifters like the S54. It also has an oiling system to support high RPM operation.
the S50 us on the other hand really is just a stroked/bored M50 - 95% of the parts are exactly the same. It's not a 300hp n/a engine and really never will be.
basically the S50US head isn't capable of generating high enough VE, at a high RPM, to produce 350hp. you would need approximately 100% VE at 8000rpm to get there. Nevermind that 100% VE is something that only a handful of engines are capable of - like the S54, and the Honda S2000. With millions of dollars in R&D and the best engineers in the world working on them.
