You know if the marks are lined up and you have the belt on you should be able to turn it. What was the original problem that brought you to get a new head? I think I would take off the belt and make sure the intermediate shaft turns. If it does put the belt back on and make sure you didn't have it a tooth off or something. Take the crank around two complete revolutions and make sure when it's back to TDC the timing mark on the cam is aligned with the mark on the head again. If you still can't turn it take the head off and check the cam shaft turns and the crank turns.
how do i turn the intermediate shaft? im guessing that is on right of the timing cover?
How long was the head off for? was the car outside with the head off ? I have experienced instances where if you have the head off for a prolonged period of time, slight amounts of rust may form to the pistons, restricting the movement. This would only be a place to start thinking about IF your timing is right and you see no other reason for movement restriction.
Pull the valve cover soak the head with some oil, close it let it sit for a bit and come back to it with a fresh start. The head did you add any sort of lubricant after the machine work?
While it's open take a look at the cam lobes you will know if you are close to TDC.
Once you have the belt off you should be able to turn the intermediate shaft with your hand. Yes its the one directly above the crank. It turns the shaft that drives your oil pump.
i had an eccentric that was rolled too far, it made it very hard for the rocker arm on the high point of lobe. might try backing them all off, you need to reset them anyways. good luck.

the head was off for quite a while from what PO said. there was no rust on top of the pistons or on the cylinders.

feelin pretty dumb right about now. so when i bout the head it came out of a 90 325is and when i talked to the seller of the head he said that his car never burnt any oil or anything but was just really slow. I still couldnt figure out why the head wouldnt turn but when i took it apart again i found out it was a 731 head! lol now i need to find a 885 head. and keepin this one for a 2.7i
