So we have to watch a video to tell you what's wrong, eh? Come on, that's the lazy way out. If it's a rough idle, maybe you have vacuum issues. Try describing the problem with words.
I watched the video...no big deal. To me it is easier to watch and listen for the problem than reading half a page of description. There is both vacuum leaks and loss of timing in your car. Check for leaks first then trouble-shoot the timing.

It's not the timing or a vacum leak it only happens when I'm low on gas like my engine wants to stall on me

IF this happened only when you are low on gas then tee in a pressure gauge and see if your fuel pump is delivering the correct amount of fuel to the rail. I suspect that your fuel pump is on its way out.

i replaced it with a brand new one i changed to pumps or somewhat like that and the fuel relay as well
