i have an L-shaped ICV that is causing my idle to hunt a lot and set off the check engine light. which while not only costs 400$ but is also back ordered. i don't have that kind of money or that kind of time. SO does anyone rebuild these things or is there another cheaper option that i don't know about. Also I've tried cleaning it, its spotless inside but my idle still sucks and i still have a check engine light. thanks for the help guys

Having a vacuum leak is much more common than a ICV failing. Try measuring the impedance of the leads in the connector. The Bentley manual has a good procedure.
The ICV should buzz with car off, ign on. If you pull the ICV, the inner door should easily move around in a rotational motion open and close.Owner - Bavarian Restoration

The car didn't have this problem until I lifted the motor to change the mounts a couple of days ago, could vac leaks be bad enough to throw a check engine light though?

That isn't melted, it's just covered in dirt and oil. Try scraping it off. Bet it comes right off.
If your TPS isn't working or isn't adjusted correctly, the stomp test won't work as the ECU needs to see a throttle closed and WOT signal. If it doesn't see one or the other (or both) it won't work.
