I wouldn't say he "screwed" you, that's not something someone does on purpose to mess with you.
bring it up with the shop and see how they can help you

Yea i was surprised too he was supposed to take the cam out so the valves would lay flat. What should i ask the mechanic to do.... regrind all of my valves for free, he broke it so does he have to buy it

If he tagged the valve head with the fly cutter, then he may very well have bent the stem too. He owes you a new valve at the very least, and probably a new guide too.

Take it back and show them, ask why they didn't remove the cam and shit before machining

                      That's what she said.

You paid for services you expect to be done right, at least that's how it works in my head.

Bring it back and i'm sure they'll do the right thing. Chances are he doesn't even know that it happened!

if you replace one valve should you replace all of the valves and does it
require any machine work to seat it correctly or do you just put in the new valves and your done

I would not expect him to replace hundreds of dollars worth of valves for a $40-60 you paid for it to be decked. A lot of machine shops won't deal with off the street business because of issues like this. You brought him a head and only paid for decking. Not Assembly and re assembly. Best case scenario he re-cuts that valve for you.

he said he had lapping tools and could fix it if there was a problem, what ever that means and told be to close the valve and pour gas into it and see if it holds and if there is a seal than its all good

                            does that sound right

he said the valve wouldnt of bent is there a way to check that

It is easy to check for a bent valve. Dissemble the head and place the valve stem in a V-block and rotate it while monitoring the seating surface with a dial indicator.
The car makes it possible, but the driver makes it happen.
