Is the C104 3-pin connector in the glovebox connected? Models produced before 9/87 get the tach and econ signals from there, not C101.
Also if you're going to have the cluster out again, I would replace all of the bulbs. If any are original, they're going to die soon. The small bulbs without plastic base are Sylvania 2721; small bulbs with plastic base are Sylvania 2721MF; large bulbs are Sylvania 2821

I have had similar clusters problems when I put a screw through my S.I. board. There are 4 screws that hold the cluster to the dash along the bottom of the cluster. The 2 longer screws should go to the outside, short screws to the inside. I did the opposite and shorted out my S.I. board. I had the exact same problems as you have minus the fuel gauge. I had no light on left, no tach, no economy, si light on the far right, and no temp.

Hey OP, there is a very real chance you received a non working cluster but the previous owner may have not known. I'll explain.
With a 30 year old cluster (specifically the SI board batteries) the batteries are just about dead and barely hold a charge. Cluster may work perfect when installed in previous owners car but once they unplug the cluster and the SI batteries discharge their final life, they will never come back. Once you receive the cluster, batteries are dead. Once they are dead, your tach, temp, MPG and OBC will not function properly. They do not necessarily all not work, it may just be one, two or more gauges or it may just be your SI LED's not working. Eventually, the Si LED's will remain on and drain your starting battery.
You will need to swap your early model fuel gauge to your late model cluster. Tachometers and coding plugs rarely fail, maybe 1 in every 200. Also check the SI board damage as posted by another user, I was the one who made that thread.
