So it happened again.. a board member listed stuff for sale I PM'd and we agreed that I had dibs etc. I was awaiting instructions for payment and WHAM - "Oh I hate to do this but I found a local buyer."

I wouldn't say they are flakes but obviously parts are in high demand and a lot of sellers don't have any sales etiquette so money talks. I had a similar situation happen to me twice and I was just dumbfounded by it but whatever. This is why "dibs" does not have any place in this market.
"Dibs" isn't real. It doesn't do anything. It doesn't provide the seller any guarantee that you are actually committing to buy, other than you said the word "dibs" LOL.
Here's the way I operate: Unless you put a deposit down, I will sell it to whoever can pay me. Should the seller refuse immediate cash offers because you said "dibs"? What if you said "un-dibs" later? Seller has zero recourse.

You've got it backwards.. the saying is "Buyer Beware" Throughout history it's the buyer who ges screwed.. why do you think there is a consumer protection agency and not a seller protection agency.
No the seller said I had dibs... and it doesn't matter he had something for sale I said I'd take it. We had a deal.. and he flaked out.. it's simple. AND I didn't back out I gave my word.. here's where we differ when I say I'll take it I WILL NOT BACK OUT I am good at my word. Still...the person who first contacted you should get first "right of refusal." It's just a courtesy. If I put something up for sale and 10 people inquire about it. How do you choose who you sell it to? First person to pay? Perhaps the first person who inquired was willing and ready to buy but didn't have your paypal information (this happened to me), while the 10th person happen to have your info from a previous transaction or what have you? In the case of immediate cash offers...I don't blame people for not wanting to ship stuff. It's a hassle and takes time most of us probably don't have but I've been in situations where the sellers sold items out from under me and it wasn't a local cash transaction. One guy just backed out completely and basically told me to piss off after a while.
