running 91 octane gas in a car not tuned to burn it completely will cause your emissions to increase.

how old is the o2 sensor?? they are cheaper than a cat, and if old may drop you the 6-10 points you are seeking

you need a cat. find a good metal core one - they're only like $100. it's not going to hurt performance, either.

Based on those numbers and not knowing your CO and NOx figures, you probably have a minor post AFM intake leak or vacuum leak.

Could you post all your numbers so we could see the entire combustion picture on your motor?

Most properly tuned cars can pass the govt smog rollers without a cat.

                      Here are my test results
                      HC: 226 PPM
                      CO: 0.61%
                      CO2: 13.42%

^ those numbers indicate incomplete burn/false rich condition due to intake leak or vacuum leak... complete combustion should produce CO2 dilution percentage in the low to mid 14% and when really, really running well optimally near 15%.

That low of a CO2 would be more indicative of weak spark on one cylinder due to wires and or coil issues but its still tough to tell from the other side of a desk and not knowing the car.

Did they also share O2 and NOx?

To learn up on it yourself to troubleshoot, you should do a quick 15 minute read on this...

I'm not seeing any corroded or worn out tubes. I don't really know what I'm doing of course, but they all actually look brand new.

Could this possibly be cause by an advanced timing chain?

Also, I read that article. Very informative, thank you. I'm pretty sure I've had an intake gasket leak for awhile so hopefully that's the problem.

I tried an umbrella, but a few drops keep getting on me. I also have a problem when i piss into the wind, it keeps blowing back and getting all over my pants-- I don't wanna turn around though, any ideas?

You have a lot of reading to do. Did they teach you how to use the search feature during the semester you spent at Nunya Community College?
