This is true. I still design for 800x600. i run 3200x1200 (dual 21" screens)
but just as a point of reference... I am the lead designer for an advertising firm that does a huge amount of web based advertising... basically our general rule of thumb is that that any page must be designed in a way that all important content (ie navigation, important logos, and page content) be 760px wide or less

what video card can't do more than 800x600? even a 5 year old 2mb card can do 1024. My old 4mb card in my router does at least 1280x1024 24 bit color! it might look like ass but that's another story. :)Comment
