Hot climates are the only time it would be useful/needed. Pretty much everywhere though is fine with the stock temp. Hotter temp is good for cold areas.

a cold t-stat isn't going to do any good if you're in a hot climate and your radiator is too small/inefficient. *all* it does is open sooner, it can't and won't make your car run cooler than a hotter one would assuming the radiator can handle the delta-T. If your radiator can't handle the delta-T then you're going to overheat anyway.
