Has it even been stated yet what engine you currently have?
But if 275hp is your goal then that is easily achievable on a M20, you can leave the internals stock, but get some ARP head studs and a thicker gasket to be safe so might aswell invest in that while you're at it..
Refurbished turbo from ebay, don't buy chinese knock-offs, altho' sometimes they work sometimes not. Ebay intercooler kit will do fine for you and ebay headers will likely do fine for you since I'm guessing you can't make your own?..
And now you're on your way, increase your budget to 2k and you will be able to buy some quality parts even..
