FYI. There's no penalty if you fail. Roadside testing is only used to sample cars 1996 and older vehicles to see pass / fail rate of all vehicles within those years.

he's just filming, why are the cops getting all butthurt? I would just ignore them since, he is just watching, not bothering anyone and staying on sidewalk which is a safe distance away.

This does not look voluntary at all. Cop pulls out a stop sign and there is only one way in and one way out after they smog your car. Glad I live in Arizona.

Glad I have buddies who let me know where smog checkpoints are, straight pipes + non existent cat = no fun at smog checks.

They have these all over the SFV, there always in Northridge or on Topanga Canyon Blvd.
They target the way cars look, if you drive a beat down POS then get ready to pull over

The one i've been through in the el segundo area was voluntary. They waved me in and asked me if i had time to participate. I said i don't i'm on my way to work, which i was, and they let me go on my way.

Yup, very sure. Before you get flagged down by a CHP officer, the give away is the orange SURVEY sign. No penalty if car fails.

I hoped for the same thing and asked they surveyor the same question while being tested. Doesn't count.
