I wouldn't imagine you need a title for a track car. So if you can't get the title I'd take it for 250 and make it a track car. I mean yea it's not restoration but then you can say you saved a car from a crusher.

Forgot to call DMV today. I'll give them a call tomorrow and then I'll know if this thing can be titled or not. After that I'll give it some more thought and decide whether or not to save this old girl

Remember that you cannot scrap a car in WA without clear title...and believe me, they check carefully.
All these guys saying "its worth that in scrap" have clearly never tried to take a car to the recyclers without a title here. Even something as big as a core support they require a clear title in your name or a release of interest form. The state of WA is vicious, they will shut down a yard permanently after three infractions.

There is a workaround that will work, but it's really sketch. The PO can take it back anytime for the next three years after you get it "roadworthy" and inspected by WSP.
So that means get it home, fix it all up, get it to Vancouver, get inspection done ($80? or so) get a registration so you can drive it and after 3 years it's yours, you get a title then.
Like I said, sketch as fuck, but possible.
