I had this situation about 6 years ago when I lived in Seattle. I bought a 1980 Jetta coupe (rare) with no title. I mailed a release of interest to the last registered owner (got it from the DMV), I got the paperwork back signed and after an inspection I got a clean title in my name.

A friend tried the same thing and didnt get the paperwork back so he kept the car in the garage for those 3 years. After thaty he got the title in his name. Its a little bit of work but its worth it if you really want the car.

Not a bad idea really but think about the money, and how long it'll take you to pay for it. You're my age, and I know I couldn't afford another project. I have college to pay for in the fall, and you likely do too. Car is $250, not bad at all. You said you can get everything you need minus the engine for another $350, again that's not bad. But a rebuilt engine will cost you about 2 grand, and you can easily put another 2(+++ the sky is the limit) grand into the body and paint. Then there's interior, and wiring stuff that you'll have to figure out. Another 400 bucks for a set of euro bumpers...

No problem. I hope you get it and at the very least make it a fun car to tear the track up with. I mean for 250 you cant go wrong.

That looks like it would be a lot of work. If you have the space and time to work on it, and a steady source of expendable money, then I say go for it. If you decide to do it, and become bored or whatever and give up you'd still be able to make back most or all of your money on parts and scrap value. Being able to gain title is a point in the plus column. Has the current owner continued to sell parts from it though?

Alrighty. Sorry I haven't updated this thread in a while. I checked the vin and the car is indeed a factory manual tranny car. Also, I called DMV and found out that it IS possible for me to title this car. I would have to fill out a paper that basically says that I want to purchase this car and mail it to the last registered owner of it. As long as they don't respond saying it was stolen from them or something like that within 15 days, I get a temporary title for the car. After 3 yrs of owning it I can get a full, clean title for it. I have that same door sticker on my 323i and mine came manual factory.
