No major parts are missing, but the wheels could differ from the originals, or the interior might not be stock. A #4 car can also be a deteriorated restoration. "Fair" is the one word that describes a Hagerty Price Guide #4 car.

                I certainly haven't seen any #4 priced M3's recently, they all seem to command a bit more than that

                  There are few #4's left at all these days because owners are turning them into 3's and 2's. They are those projects that everyone's looking for so demand is quite high. I think owners of #4's are trying to market the cars higher based on #1's and 2's, on potential and because of the higher demand.

                          Actually, their description of #4's isn't that bad so I wouldn't go that far. It sounds like a typical 25 year old car that has been well used or neglected and kept outside. Hagarty isn't even considering the basket case/running parts cars and shells but they should since their values have also gone up. If they did they'd be 5 and 6's.
