"lift throttle over steer" As you call it isnt anything to do with shifting down. That's just an unbalance caused by all the weight being shifted to the front of the car mid corner.
What you're thinking of is compression lockup, where you drop down a gear mid corner and the rear wheels lock up, either causing you to spin out.............or do a mad dorifto!
Both these methods can be used for drifting too.
