It's rare. $200 rare? Maybe. Not in my book. I would say it a rare item, but not desirable. But if your going to sell something for that price, how about hitting it with some 409, some windex or something. It painted, so a coat of wax wouldn't hurt. I'd ask him if it leaks.

It came on some European cars, but it's not "super rare". I also don't see the point, I'd rather have a spare tire and fill up my gas tank when it gets low, as opposed to being stuck with a blown tire but extra gas.

Correct. You get the spare tire and the gas (that's why it fits 15" and larger wheels).
But the downside, the gas can has to be stored horizontally to fit in the spare. This means that the container must be completely sealed so it doesn't leak. Liquid/vapor will change volume with temperature, unless it is in a sealed container, so in this case it will just increase the pressure. So basically, on a hot day you have an extremely flammable bomb in your trunk.
Cool idea, but i'd rather have the auxiliary gas tank:
