It's the hatch lock. It's usually on the panel, but he shaved it off and relocated.

Here's my new VW project...complete 81 Scirocco S in Cirrus Grey. Hasn't run in over 10 years. Got it for $300.

Cars cranks but is not getting fuel. I'm in for fuel tank cleaning and sealing and CIS fixin'!
