I don't think it's bad writing. They are limited to a 40min episode so a lot of the extra scenes that aren't essential to telling the story get cut out in order to fit it within the time restraints.

If you watch this Talking Dead after show episode you'll see one of the directors talks about this and his frustration that a lot of good scenes he wants to keep ultimately get cut out simply because there isn't enough time per episode.
