I had a lawyer tell me that they must indeed leave a note before wanting to enter, but if you say no, they can't enter. Must always have your consent. They DO have a right to enter the home, but only at an agreed upon time.

The letter is so they can't just randomly show up. Its to protect you, not them.

When it comes to safety, IE fire alarms/ smoke detectors, meth labs, they can enter with 24 hours notice.

Unless they have a leasee who can move in immediately and they wanted to see the condition of your apartment to establish a timeframe, there should be no reason for them to even enter #1.
