I call BS! Put some coolant in it, use distilled water to mix with the coolant, and a little Redline Water-Wetter is also worth adding.

Go swap the plates with the E21, take it to the gas station and get some fresh fuel in there, go drive it a bit to get things cleared out and get that thing smogged. Oh yeah, when you take it, go drive it hard (ish) and don't turn it off when you go inside. (When you take it to be smogged, put he correct plates back on.)
