        I actually have a job that pays (relatively) well, so no extra income required. Then again, my job puts me in a different country than my car, so moot point I guess.

          Sleazy, not to mention illegal. It is also a lot of other things that come under the headings of ethics, morality, etc. The bigger consideration is that puts a lot of unsafe vehicles on the road. Cars that have been "clipped" improperly, etc. If someone is going to cheat on the car, they will also cheat on the repair.
