Haha, no, not the same as a fork, not by a long shot. Different valving, no "spring side", not designed to resist lateral & torsional forces a bike exerts, etc.
Also, fwiw, if you're expecting a real pinstripe on a $400 bike, or anything of decent quality for that matter, you're overly optimistic. I'd rather replace the crappy oem pedals and "handles" (grips?) that are typically pretty weak on anything but a custom built rig, than have to replace a fork on a brand new bike. That said, in the price range you were shopping in everything comes with Suntour, RST, or bottom of the barrel Rock Shox at best, so ride it until it breaks.
