Cali may use more petrol, but China uses more oil (remember industrial use not just gas) according to this.

In 2006, Californians consumed an estimated 20 billion gallons of gas and diesel fuel on the state’s roadways... where China used 19.7 billion gallons. (That's 14% of the gasoline usage of the US)

Nah, it was a narrow minded, sarcastic remark.

China, as a whole, isnt using as much oil as us. They are catching up. The real culprit is everyone. Places like China, Russia and India are expanding rapidly while the US and Europe continue their eponential growth.

The oil companies are still making around 14% profit, considerably lower margin than the company I work for. The only reason people consider it robbery is they do considerably more volume than my company.
