Cut-and-dry rules aren't up for 'interpretation' any more than the rule of law is here in the US. Murder is murder, rape is rape, etc. The Rules of Engagement (Not the rules of war as you keep misstating it to be, probably on purpose) clearly state black and white conditions for use of deadly vs non deadly force. No interpretation, no gray area, nothing. It's simple.
