It's worth noting that they specifically created a laundry list of thing that the administrator must do but intentionally made the budget for that activity extremely small so that they can effectively hamstring the EPA.

not at all. AGW is a left conspired political movement disguised poorly as "settled science" supported by notable intellectuals like Al Gore and Bill Nye and scientists on the public teat.
