No its up, wont shut, and i cannot tell if the hook is open or not, i think it is but when i go to shut the hood it just pops back open

Try turning the little slot the opposite way, the one behind the grill on the driver's side. Maybe it's stuck somehow, shoot some wd40 or something to loosen up the locking mech.
