95 is the last OBD1 M60 engine. Its an M60B40. You can't legally take an OBDII engine and convert it to OBD1. If you can get the 96+ engines to run on all the OBDII wiring and hardware then you can legalize it. But that requires running an OBD2 diagnostic port into the cabin and having all monitors set with the correct ECU and smog devices in place. Including but not limited to evap canisters and fuel vent valves, rear o2 sensors and the correct catalytic converters.

You get a sticker in your door jam. You can try and do that if you want, but the OBD1 will be a difficult enough swap on its own. You'll need these two part numbers for the catalysts 18 30 7 505 321 and 18 30 7 505 322 or two CA complaint catalytic converters. You'll also need to run 100% stock exhaust headers that have not been modified at all.
