There are some smog exempt counties in CA, and if you own the house there I don't see why you couldn't register it there and then not have to smog it. I looked heavily into this when I was looking at 240's and if LS swaps were legal, how to get around with SR's, etc. The problem is just that there are so many double standards and no guarantee your 100% legal.
