Even if I have a project car in my garage with no engine it must be registered. It really is quite ridiculous. However, it is really hard to enforce, the best way they enforce it is by slapping you with a $100 fine when you go to register/renew registration. It's easy to get around though, you either don't transfer the title to your name until you intend to get registration, and make the date of sale within the past few days on the title, or (in my case) if you have a car w/ lapsed registration, the clerk at the DMV literally told me a way to get around the $100 fine: sign the title over to my wife and transfer ownership, the fine goes away once the car changes hands.
Well, my relatives have tons of cars just sitting around in various states of disrepair, unregistered.

Then again there was a guy at the meet last night with an MM-built 2.8L turbo stroker M20 E30. 450whp if the guy's to be believed, so maybe the crazy out here can be worked around also.

Anyway, just got Clark's ol' E30 running. Turns out whoever removed the dash unplugged a shitload of plugs and I had to chase down every single stinking connection with a multimeter that was required for the car to start, plugged some stuff back in, and even had to rig a wire for a plug since I could not for the life of me find its mate.
Also, Clark was right, that car is stupid loud. I had to shut the garage door to rev it for fear of having the cops called on me, then open it again to air out the garage.

Nice, congrats on getting it running!
