Adding solder to one of the cleaned pads to tack the resistor in place. You don't add it to both because then you won't be able to get the resistor to sit flush with the board:
Holding the resistor in place, when you heat up that one pad, push down slightly, and the resistor will sit flush with the board, sinking into the molten solder:
Tacked in place on one side, now you can flow solder and join the other side without the resistor moving around on you since it is held in place on the other side:
