I'm starting to think that my front was jacked before the install.

It's true. There's only one H&R Sport spring for E30 325 and M3. I have the same springs in both and the 325 is seriously dropped compared to the M3. Check my sig pic.

          Looks alright to me?
You mentioned you purchased them used. Are you sure the previous owner didn't chop a coil off?

Coil was not chopped. Free length was equal to the free length in the spring spec sheet. A chopped coil would have reduced the free length by about 1.5"

Truth? I was disappointed I did not get the same drop in the M3.

How new, or actually, what kind of shocks are you using up front?
I had Bilstein Sports in the rear paired with 700lber coils and when I threw the stock shocks back on the rear, paired with the same coils, it dropped the car about an inch. I broke one of the shocks which is why I had to throw the stockers back on..

Drop looks fine to me! Was probably just really high for some reasons with the stock springs.

Well to be honest after swapping from the m42 to a 24v I didn't see a noticeable drop.

The M3 is lower to begin with due to having 1 less coil than the standard. Only diff between standard and m3 springs is 1 less coil. That's why the drop is more drastic on the standard 325

Yeah I'm pretty sure now that the previously installed springs were abnormally tall in the front. Perhaps 325e springs.
