You don't have to report it stolen to notfiy the police. Explain your situation with them and get them to investigate. They have far more resources than you.
This topic comes up regularly and while I am not a lawyer (and am not giving legal advice) I have spent enough time & money on them that I hope I learned something.
MY opinion is that when you give someone your keys and possession of your vehicle they cannot be accused of stealing it. Same thing applies to someone you live with and has access to your keys.
By not giving it back it is "conversion"..attempting to make someone elses property your own.
Sadly,you cannot help yourself to your own goods if someone doesnt legally unlock the door for you or its B&E. A sympathetic landlord may be able to assist but it may also be illegal for him to let you in even if you do have title. Depends on the terms of his lease and his own comfort level with the situation. IE lets say you owe the guy money for work he did on your car and he has a mechanics lien on it or you sold it with a Lost Title Cert & a Bill of Sale then show up with the title. What happens to the landlord who innocently lets you take it ? Just sayin'
I believe this is a civil matter requiring judicial intervention and that the police will tell you that and a decent lawyer can confirm it along with your options.
FWIW I am dealing with a landlord tenant issue which happens to be in Tampa as well. Its residential not commercial but some of the basics should apply here.

He fuckin stole your car bro. Happened to my dad's '63 Impala in the early nineties. Get the police involved and insist they cooperate. The police wouldn't help my Dad and the car is still out there somewhere.
