Sounds like you'll be fine with a new head. I've pulled a part plenty of M20s over the years where the valves have clearly hit the pistons & marked them, but it's caused no major concerns & the M20 has obviously powered on after that just fine.

It always impresses me how bulletproof these engines are, so long as the timing belt is there.
hell yes it should! don't even think about putting it on without doing that first. in fact, why wouldn't you want to get the valves redone before you slap it back together. it will run like a new car. you have already done 80% of the work anyway. just take your time, spend the money, and do it right. you will be really glad you did.
while you are at it, replace all your rubber hoses and belts.
you are already doing it yourself, so you are saving probably 1200.00 in labor. use some of that money to do it right!!!!

If you have the money to resurface it, it's worth it (<$100). If not, check it for warp with a straight-edge and go for it.

Damn man I'm sorry to hear all of this. If it happened to me, I would go the same route as you and get the car running again, and by the looks with the same m20 bottom end. Anyway, was the result from a snapped timing belt after all or did is skip a couple teeth? Regardless if it did snap Id be interested in the brand.
The problem is its my daily, i need it sooner rather than later. The new head is clean... In a perfect world i'd like to do valve stem seals and new springs,

Belt didn't break but started to sepeeate. I think the tensioner may have been out of round causing uneven wear. It was the belt and tensioner kit from Continental
